What is BIS Registration (CRS)?

BIS CRS  (Compulsory Registration Scheme) is a mandatory registration process for electronic products under Scheme – II of BIS (Conformity Assessment) Regulations, 2018. Introduced in 2012 by the Ministry of Electronics & Information Technology, this Scheme requires manufacturers to obtain a BIS CRS Registration Certificate before launching their products in the market. The Scheme is based on self-declaration of conformity by manufacturers and the number of licenses issued under the Compulsory Registration Scheme has increased over the years. In 2021, the Ministry of Electronics and Information Technology notified the Electronics & Information Technology Goods (Requirement for Compulsory Registration) Order, 2021 for 15 categories of electronics products, followed by the addition of 15 more product categories in 2014, and 13 more in 2017. The Ministry of New & Renewal Energy also added 5 more products under the Solar Photovoltaics, Systems, Devices & Components Goods (Requirements for Compulsory Registration) Order, 2017. The Order mandates that products must follow the Indian Standard specified and bear the Standard Mark with a unique Registration Number obtained from the Bureau of Indian Standard (BIS). No individual can manufacture, store for sale, import, or distribute products that do not meet these requirements.

What is the Meaning of CRS?

CRS stands for Compulsory Registration Scheme, is an initiative introduced by the Ministry of Electronics and Information Technology for electronic and IT products. There are currently 77 products covered under this Scheme. All individuals and businesses involved in storing, selling, manufacturing, importing, or distributing electronic products listed under the CRS must apply for BIS CRS Registration. Manufacturers of electronic products must first get their product tested from BIS recognised labs before applying for this Registration. Upon successful registration, BIS registers the manufacturers under the BIS CRS Registration Scheme, allowing them to declare that their products conform to the Indian Standards. The registered entity is then authorised to use the Standard Mark with the unique registration number allotted by BIS CRS Registration.

Who can apply for BIS CRS Registration?
Manufacturers of any product that comes under the scope of the Compulsory Registration Order notified by the Ministry of Electronics & Information Technology or Ministry of New & Renewable Energy need to apply for BIS CRS Registration.
