Overview

The Battery Waste Management Rules, 2022, notified on 22 August 2022, replace the Batteries (Management and Handling) Rules, 2001. They cover every type of battery: portable, automotive, industrial and electric-vehicle, whatever the chemistry, and including batteries built into products.

Producers register with the Central Pollution Control Board (CPCB) on its battery EPR portal, receive collection and recycling targets, and meet them by acquiring EPR certificates from registered recyclers and refurbishers. The rules also require producers to use a minimum share of recycled material in new batteries over time.

Who needs it

  • Battery manufacturers selling under their own brand.
  • Importers of batteries, or of equipment and vehicles fitted with batteries.
  • Brand owners selling batteries or battery-powered products made by others.
  • Recyclers and refurbishers, who register separately.

Battery categories

CategoryExamples
PortableButton cells, AA/AAA cells, power banks, batteries in phones, laptops and toys
AutomotiveStarting, lighting and ignition batteries for vehicles
IndustrialInverter and UPS batteries, telecom and solar storage batteries
Electric vehicleTraction batteries for two-, three- and four-wheelers and other EVs

Documents required

  • Company incorporation documents, PAN and GST registration
  • Importer-Exporter Code (for importers)
  • Authorised signatory details and authorisation letter
  • Battery list by category, chemistry and weight
  • Quantities placed on the market, year by year
  • Battery labels and marking
  • Details of collection and take-back arrangements

Process

  1. Classify your batteries by category and chemistry, including batteries inside your products.
  2. Compile sales data by category and year.
  3. Register on the CPCB portal with company, product and quantity data.
  4. Respond to CPCB queries until the registration is granted.
  5. Meet targets through EPR certificates from registered recyclers and refurbishers.
  6. File returns on the portal and keep records for audit.

Note: CPCB has issued guidance for producers and revises targets, certificate rules and environmental-compensation guidelines from time to time. Check the latest CPCB notices before relying on older guidance.

How Aaditech helps

Battery EPR often sits next to BIS CRS registration (IS 16046 for lithium cells and packs) and e-waste EPR for the device. We handle all three from one product file.

  • Battery classification across your product range
  • Portal registration and CPCB query handling
  • Target planning and certificate sourcing
  • Label review against the rules
  • Returns and records, ready for audit

Frequently asked questions

Which batteries are covered?

All batteries, whatever their chemistry, shape or size: portable, automotive, industrial and electric-vehicle batteries. Batteries built into equipment are covered too, so importers of devices with batteries inside have battery obligations as well as e-waste ones.

Who is a producer under the battery rules?

Anyone who manufactures and sells batteries, or equipment containing batteries, under their own brand, imports batteries or equipment containing them, or sells under their own brand batteries assembled by others.

How are battery targets met?

Producers meet collection and recycling targets through EPR certificates generated by CPCB-registered battery recyclers and refurbishers, transferred on the portal. Targets are set out in Schedule II of the rules and grow over the years.

Are there labelling requirements?

Yes. Batteries must carry the crossed-out wheeled bin symbol and the information the rules prescribe. We check your labels as part of registration.

Do we need separate e-waste and battery registrations for a laptop?

Usually yes. The laptop falls under the e-waste rules and its battery under the battery rules, and each has its own registration and targets.
