Overview

The E-Waste (Management) Rules, 2022 came into force on 1 April 2023. They replace the 2016 rules and move e-waste EPR to a market for certificates: producers register with the Central Pollution Control Board (CPCB), receive an annual recycling target and meet it by buying EPR certificates from registered recyclers.

Registration, target allotment, certificate transfer and returns all happen on CPCB’s e-waste EPR portal, https://eprewaste.cpcb.gov.in. Selling notified equipment without registration can attract environmental compensation, and registered recyclers and marketplaces are not allowed to deal with unregistered producers.

Who needs it

  • Manufacturers of electrical and electronic equipment listed in Schedule I.
  • Importers of that equipment, including importers of finished goods for resale.
  • Brand owners who sell equipment made by contract manufacturers under their own name.
  • Refurbishers, recyclers and dismantlers, who register under their own categories.

Targets

YearRecycling target (share of estimated e-waste generation)
2023-24 and 2024-2560%
2025-26 and 2026-2770%
2027-28 onward80%

Estimated generation is worked out by CPCB from the quantity you placed on the market in earlier years and the average life of each EEE code. New producers have targets set from their sales once their products reach the end of their average life.

Note: CPCB has notified a floor and ceiling price for e-waste EPR certificates and revises its guidelines from time to time. Check the latest CPCB notices before relying on older figures.

Documents required

  • Company incorporation documents, PAN and GST registration
  • Importer-Exporter Code (for importers)
  • Authorised signatory details and authorisation letter
  • Product list mapped to EEE codes, with models and brands
  • Quantities placed on the market, year by year, by EEE code
  • RoHS technical documentation for the products
  • Details of collection arrangements and awareness programmes

Process

  1. Map products to EEE codes. We classify every model in your range against Schedule I.
  2. Compile sales data. Quantities by code and year, which set your targets.
  3. Register on the portal. Account creation, company and product data, documents and fee.
  4. Respond to CPCB queries until the registration is granted.
  5. Buy EPR certificates from registered recyclers to meet the annual target.
  6. File returns quarterly and annually on the portal, and keep records for audit.

Frequently asked questions

Which products need e-waste EPR registration?

Electrical and electronic equipment listed in Schedule I of the E-Waste (Management) Rules, 2022. The list covers IT and telecom equipment, consumer electronics, large and small appliances, lighting, electrical and electronic tools, toys, medical devices and laboratory instruments, each with its own EEE code.

We only import and resell. Are we a producer?

Yes. Anyone who manufactures, imports, or sells under their own brand equipment made by others is a producer under the rules and must register before placing the products on the market.

How are e-waste recycling targets worked out?

Targets are a percentage of the e-waste expected from the equipment you sold in earlier years, based on the average life of each EEE code. The percentage rises from 60% in 2023-24 and 2024-25 to 70% in 2025-26 and 2026-27, and 80% from 2027-28.

How do we meet the target?

By buying EPR certificates generated by CPCB-registered e-waste recyclers. The certificates are transferred to your account on the portal and set off against your target.

Is RoHS part of e-waste EPR?

The same rules set limits for lead, mercury, cadmium, hexavalent chromium, PBB and PBDE in electrical and electronic equipment. Producers must keep technical documentation showing compliance. See our RoHS compliance page.
