Overview
EPR for used oil was introduced by the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023, and applies from 1 April 2024. It makes producers and importers of base oil and lubricating oil responsible for the collection and recycling of the used oil those products become.
Producers register with the Central Pollution Control Board (CPCB) on its used oil EPR portal and receive an annual target. The first target, for 2024-25, is 5% of the base oil or lubricating oil sold or imported in 2022-23, and the percentage rises each year after.
