Overview
Extended producer responsibility for waste tyres was brought in by Schedule IX of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, added by an amendment notified on 21 July 2022. It covers new tyres and tyres fitted to new vehicles, including those that are imported.
Producers register with the Central Pollution Control Board (CPCB) on its waste tyre EPR portal, receive an annual target based on the weight of tyres placed on the market, and meet it with EPR certificates from registered recyclers. CPCB has since added a price band for certificates and returns for retreaders.
Who needs it
- Tyre manufacturers, for new tyres sold in India.
- Importers of new tyres.
- Importers of new vehicles fitted with tyres.
- Recyclers and retreaders, who register under their own categories.
Documents required
- Company incorporation documents, PAN and GST registration
- Importer-Exporter Code (for importers)
- Authorised signatory details and authorisation letter
- Tyre list by type and size, with unit weights
- Quantities placed on the market, year by year
- BIS licence details for the tyres, where applicable
Process
- Compile tyre data: types, sizes, weights and quantities placed on the market.
- Register on the CPCB portal as a producer.
- Respond to CPCB queries until the registration is granted.
- Meet targets with EPR certificates from registered waste tyre recyclers.
- File returns on the portal and keep records for audit.
Note: CPCB revises waste tyre EPR targets, certificate pricing and environmental-compensation guidelines from time to time. Check the latest CPCB notices before relying on older guidance.
