Certificate of Conformity (Scheme-IV)

Transformer Laminations, Stampings and Cores BIS Certification

BIS certification is compulsory for transformer laminations, stampings and cores. Manufacturers need a BIS Certificate of Conformity (Scheme-IV) for one essential requirement, that the product is made from ISI-marked material to IS 3024:2015, IS 648:2006 or IS 16585:2016, before the product can be made, imported or sold in India.

Who needs it

Any manufacturer making transformer laminations, stampings and cores for the Indian market, and any importer bringing it in, needs the product covered by a valid BIS Certificate of Conformity (CoC). BIS grants the Certificate of Conformity to the manufacturer for a named factory. No other firm or factory can use it, and if production moves, the CoC can be used again only after BIS has inspected the new premises. Overseas manufacturers can apply; BIS’s visit to a factory outside India normally takes two days.

Without it, the goods cannot be manufactured, imported, sold, distributed or stored for sale. Contravening Section 17 of the BIS Act, 2016 can lead to imprisonment of up to two years, or a fine of at least ₹2 lakh (₹5 lakh for repeat contraventions) that can reach ten times the value of the goods, or both.

How to get BIS certification for transformer laminations, stampings and cores

  1. Confirm the essential requirement and the product varieties to cover
  2. Get a test report from a laboratory BIS accepts, or arrange testing in the factory
  3. Apply to BIS with the application form, inspection and testing plan and documents
  4. BIS factory visit, testing in the factory and drawing of a verification sample
  5. Grant of the Certificate of Conformity for the factory

Testing. The application carries a test report, no more than 180 days old, from a laboratory BIS accepts (its own or BIS-recognised labs, or government labs it has empanelled), unless BIS assesses the product by testing in the factory. BIS then visits the factory to assess production, quality control and testing, and draws a verification sample.

Timeline. BIS’s guidelines expect a Certificate of Conformity to be granted within 60 days of the application, not counting time spent testing in the factory, and within 180 days where it is the first CoC for the product anywhere in India.

Fees. An annual CoC fee of ₹50,000 for large enterprises, paid in advance, with concessions until 31 May 2029 of 80% for micro enterprises and start-ups, 50% for small and 20% for medium enterprises; plus inspection fees for BIS’s factory visits and the cost of testing.

Validity. Under the 2026 amendments to the BIS Conformity Assessment Regulations, a Certificate of Conformity is granted for up to 5 years and can be renewed for further periods of up to 5 years, with fees paid annually.

BIS sets out the procedure in its guidelines for the grant of a Certificate of Conformity. For how Quality Control Orders work, see Quality Control Orders explained.

Frequently asked questions

Is BIS certification mandatory for transformer laminations, stampings and cores?

Yes, for one essential requirement. Under the Steel and Steel Products (Quality Control) Order, 2020, S.O. 1673(E), transformer laminations, stampings and cores must conform to it under a Certificate of Conformity from BIS, as per Scheme-IV of the BIS (Conformity Assessment) Regulations, 2018. The goods cannot be manufactured, imported, sold or stored for sale in India without one.

What does the Certificate of Conformity for transformer laminations, stampings and cores cover?

The essential requirement on BIS's Scheme-IV list: Made from BIS standard marked Grain Oriented Electrical Steel Sheet and Strip conforming to IS 3024:2015 or Cold rolled non-oriented electrical steel sheet and strip conforming to IS 648:2006 or Magnetic materials specification for individual material Fe based amorphous strip delivered in the semi-processed state conforming to IS 16585 : 2016. Scheme-IV certifies that requirement, not conformity of the whole product to an Indian Standard.

How long does a BIS Certificate of Conformity take?

BIS’s guidelines expect a Certificate of Conformity to be granted within 60 days of the application, not counting time spent testing in the factory, and within 180 days where it is the first CoC for the product anywhere in India.

Can a foreign manufacturer get a Certificate of Conformity for transformer laminations, stampings and cores?

Yes. BIS grants Certificates of Conformity to factories outside India too. The application includes additional formats for foreign manufacturers, and BIS’s factory visit normally takes two days.

Do transformer laminations, stampings and cores carry the ISI mark?

Not under this certificate. Scheme-IV grants a Certificate of Conformity, not a licence to use the ISI mark. The manufacturer labels the goods as the CoC specifies and quotes the CoC number BIS assigns.
