Draft Fire Detection and Alarm Systems QCO 2026: Which Detectors Would Need BIS

DPIIT's draft Fire Detection and Alarm Systems (Quality Control) Order, 2026 lists nine parts of IS/ISO 7240, from flame and video detectors to fire alarm loudspeakers. What it covers and leaves out.

The draft Fire Detection and Alarm Systems (Quality Control) Order, 2026 would make BIS certification with the ISI mark compulsory for components covered by nine parts of IS/ISO 7240, including flame detectors, video fire detectors, multi-sensor detectors and fire alarm loudspeakers. The Department for Promotion of Industry and Internal Trade (DPIIT) circulated it for stakeholder comments in June 2026. It is not in force, and it does not list the most common parts of a fire alarm system, such as point-type smoke and heat detectors and control panels.

The nine parts of IS/ISO 7240 in the draft

PartProduct
IS/ISO 7240-8:2014Point-type fire detectors using a carbon monoxide sensor in combination with a heat sensor
IS/ISO 7240-10:2012Point-type flame detectors
IS/ISO 7240-18:2017Input/output devices
IS/ISO 7240-21:2005Routing equipment
IS/ISO 7240-22:2017Smoke-detection equipment for ducts
IS/ISO 7240-24:2016Fire alarm loudspeakers
IS/ISO 7240-25:2010Components using radio transmission paths
IS/ISO 7240-27:2018Point-type fire detectors using a smoke sensor in combination with a carbon monoxide sensor and, optionally, one or more heat sensors
IS/ISO 7240-29:2017Video fire detectors

The draft’s note says the latest version of each standard, with amendments, applies.

What the draft leaves out

BIS has adopted many more parts of ISO 7240 as Indian Standards than the draft lists. These common components are not in the draft:

PartProduct
IS/ISO 7240-2:2017Control and indicating equipment (fire alarm panels)
IS/ISO 7240-3:2020Audible alarm devices (sounders)
IS/ISO 7240-4:2017Power supply equipment
IS/ISO 7240-5:2018Point-type heat detectors
IS/ISO 7240-7:2023Point-type smoke detectors using scattered light, transmitted light or ionization
IS/ISO 7240-11:2011Manual call points
IS/ISO 7240-23:2013Visual alarm devices

If the order is notified as drafted, a standalone optical smoke detector would not need the ISI mark, while a combined smoke and carbon monoxide detector (Part 27) would. Check each model against the exact part it is certified to.

What changes for manufacturers and importers

  1. Each factory needs a licence for each part. BIS grants Scheme-I licences factory by factory and standard by standard.
  2. Overseas factories apply under FMCS. Much fire detection equipment is imported, and those factories would need licences under the Foreign Manufacturers Certification Scheme, with an Authorised Indian Representative.
  3. Unmarked components stop at the deadline. After the date of application, listed components cannot be made, imported, sold or stored for sale without the ISI mark.
  4. Fire extinguishers are already covered. Portable and wheeled fire extinguishers need the ISI mark under the Fire Extinguishers (Quality Control) Order, 2023.

How to prepare now

  1. Map every model to its part of IS/ISO 7240, and note which models fall outside the draft.
  2. Gap-test one model per part at a BIS-recognised laboratory. Existing ISO 7240 or EN 54 reports help, but the licence needs BIS testing.
  3. Prepare each factory for a BIS inspection.
  4. Plan applications to start as soon as the order is notified.

How Aaditech can help

Aaditech tracks draft and notified Quality Control Orders and alerts clients when an order is published in the Gazette. We map fire detection ranges to IS/ISO 7240, run gap assessments and handle ISI and FMCS licences, including acting as Authorised Indian Representative for overseas factories. Our team includes former BIS Directors.

Frequently asked questions

Is BIS certification mandatory for fire alarm systems in India?

Not yet. As of 3 November 2026, no part of IS/ISO 7240 is on BIS's list of products under compulsory certification. A draft Fire Detection and Alarm Systems (Quality Control) Order, 2026 would make the ISI mark compulsory for components covered by nine parts of IS/ISO 7240.

Which fire detection products does the draft QCO cover?

Point-type flame detectors (Part 10), input/output devices (Part 18), carbon monoxide plus heat point detectors (Part 8), routing equipment (Part 21), smoke-detection equipment for ducts (Part 22), fire alarm loudspeakers (Part 24), components using radio transmission paths (Part 25), smoke plus carbon monoxide point detectors (Part 27) and video fire detectors (Part 29).

Does the draft cover ordinary smoke detectors and heat detectors?

No. Point-type smoke detectors (IS/ISO 7240 Part 7), point-type heat detectors (Part 5), control and indicating equipment (Part 2), manual call points (Part 11) and sounders (Part 3) are Indian Standards, but the draft does not list them.

When would the fire detection QCO apply?

Six months after publication in the e-Gazette for most manufacturers, nine months for small enterprises and twelve months for micro enterprises.

Would imported fire detectors need BIS?

Yes, once the order is notified, for the parts listed. Overseas factories would need an ISI licence under the Foreign Manufacturers Certification Scheme. Up to 200 units a year imported by manufacturers for research and development, and not sold, would be exempt.
