Draft Pumps (Quality Control) Order, 2026: 12 Pump Standards That Would Need the ISI Mark

DPIIT's draft Pumps (Quality Control) Order, 2026 would make the ISI mark compulsory for submersible, openwell, monoset, centrifugal, jet, solar and hand pumps under 12 Indian Standards.

The draft Pumps (Quality Control) Order, 2026 would make BIS certification with the ISI mark compulsory for 12 kinds of pumps and pumpsets, including submersible, openwell, monoset, centrifugal, self-priming, regenerative, jet, solar photovoltaic and hand pumps. The Department for Promotion of Industry and Internal Trade (DPIIT) circulated it for stakeholder comments in June 2026. It is not in force: it applies only once published in the Gazette of India, and then from six months after publication for most manufacturers.

The draft’s note says the latest version of each standard, with amendments, applies, so a later edition published by BIS would replace the year shown.

What changes for pump makers and importers

  1. Each factory needs a licence for each standard. BIS grants Scheme-I licences factory by factory and standard by standard. A maker of both submersible and monoset pumps needs licences under IS 8034 and IS 9079.
  2. Overseas factories apply under FMCS. Imported pumps would need a licence under the Foreign Manufacturers Certification Scheme, with testing in India, a BIS factory inspection and an Authorised Indian Representative.
  3. Unmarked pumps stop at the deadline. After the date of application, the listed pumps cannot be made, imported, sold or stored for sale without the ISI mark.
  4. Motors and cables are separate. Some components already have their own orders; check the motor, cable and capacitor in each pumpset against the BIS product list.

How to prepare now

  1. Map every model to the right standard. Submersible, openwell submersible and monoset pumps each have their own standard.
  2. Gap-test one model of each type at a BIS-recognised laboratory against the current edition of its standard.
  3. Prepare each factory for a BIS inspection: test bench, calibration and quality records.
  4. Plan the applications so licences can be granted within six months of notification.

How Aaditech can help

Aaditech tracks draft and notified Quality Control Orders and alerts clients when an order is published in the Gazette. We run gap assessments against the pump standards and handle ISI and FMCS licences, including acting as Authorised Indian Representative for overseas factories. Frequently asked questions

What is the Pumps (Quality Control) Order, 2026?

A draft order circulated by DPIIT for stakeholder comments in June 2026. It would require 12 types of pumps and pumpsets, from submersible and monoset pumps to hand pumps, to conform to their Indian Standards and carry the ISI mark under a BIS licence (Scheme-I).

Is BIS certification mandatory for pumps in India?

Not yet. As of 3 November 2026, none of the 12 pump standards in the draft is on BIS's list of products under compulsory certification. The requirement would start six months after the order is published in the Gazette of India, or later for small and micro enterprises.

Does the draft Pumps QCO cover submersible pumps?

Yes. It lists submersible pumpsets (IS 8034:2018) and openwell submersible pumpsets (IS 14220:2018), along with monoset, centrifugal, self-priming, regenerative, jet, solar photovoltaic and hand pumps.

When would the Pumps QCO apply?

Six months after publication in the e-Gazette for most manufacturers, nine months for small enterprises and twelve months for micro enterprises. Manufacturers already certified or that have applied could sell declared stock for six months after the order commences.

Would imported pumps need BIS?

Yes, once the order is notified. Overseas factories would need an ISI licence under the Foreign Manufacturers Certification Scheme. Up to 200 pumps a year imported by pump manufacturers for research and development, and not sold, would be exempt.
