What this document is
BIS published these 17 questions and answers on 22 July 2026. They deal with the practical points that came up after the migration guideline of 9 March 2026. The FAQs say the guideline, the BIS Act, 2016 and the Conformity Assessment Regulations, 2018 prevail if anything in them conflicts.
The licence and the mark
- R-numbers stay the same after migration (Q1).
- Separate licences stay separate. For example, power adaptors for IT equipment and power adaptors for audio-video apparatus keep their own licences, and each is migrated on its own (Q2).
- Marking. The Standard Mark follows Scheme-II marking rules, showing IS/IEC 62368-1 with the R-number (Q3).
- Laboratories recognised for IS/IEC 62368-1:2023 are listed on the BIS LIMS portal (Q4).
Renewals, new applications and new models
- A licence due for renewal can be renewed under the old standards until 1 November 2028 (Q5).
- New applications can still be made under either standard until then, but BIS encourages applicants to use IS/IEC 62368-1:2023 (Q6).
- New models tested to IS/IEC 62368-1:2023 can be added to a licence first granted under IS 13252 (Part 1) or IS 616 (Q7).
Testing for migration
- Every lead model previously tested to the old standard needs a complete report under the new one, chosen under the revised series guidelines. One sample per licence is not enough (Q8).
- End-of-life lead models can be withdrawn from the licence, and the next suitable lead model in the series tested instead (Q9).
- Each factory needs its own reports, because each manufacturing location holds a separate licence (Q10).
- Components and end products can be tested in parallel under the BIS parallel testing guidelines (Q12).
- Critical components listed in the test report must comply with IS/IEC 62368-1:2023. Components that meet only IS 13252 (Part 1) or IS 616 are not accepted (Q14).
- Samples already carrying the Standard Mark can be tested, as long as the applicant tells the laboratory and the report records it (Q15).
- Testing can start before the migration application is filed (Q16).
Applying and fees
Licensees apply through the Standard Revision/Amendment/Essential Requirement option in their CRS login, with reports for all lead models (Q17). No fee is charged for migrating models already in the licence through that route (Q13).
What to watch
Several answers refer to revised series guidelines from MeitY for IS/IEC 62368-1:2023. We have not found them published yet. Until they are, plan lead models using the existing series guidelines and confirm the grouping with the laboratory. For registration basics, see our CRS registration guide, and to check a registration, see how to check an R-number.
