What this document is
On 29 October 2025 MeitY amended the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 by notification S.O. 4997(E). The amendment brought in IS/IEC 62368-1:2023 (audio/video, information and communication technology equipment, safety requirements) in place of IS 13252 (Part 1):2010 and IS 616:2017. The same notification added Extended Reality Products (Augmented Reality, Virtual Reality, Mixed Reality etc.) at serial number 65 of the order.
On 9 March 2026 the BIS Registration Department issued this two-page guideline (reference Reg/ IS/IEC 62368-1:2023/Guidelines/02) for that one category. It took effect immediately. It follows the same pattern as the general migration guideline issued the same day, but with a much shorter transition.
Key dates
- Concurrent running of the old standards with IS/IEC 62368-1:2023 until 1 May 2026. For the other 38 categories the date is 1 November 2028.
- After 1 May 2026, no XR licence stays operative without compliance with IS/IEC 62368-1:2023, and none is granted under the old standards.
Existing licensees
- Move to IS/IEC 62368-1:2023 by 1 May 2026.
- Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the old standards, through the Standard Revision/Amendment/Essential Requirement option in the CRS login.
- Give an undertaking that the other series models in the licence also meet IS/IEC 62368-1:2023, with reference to MeitY’s series guidelines.
- If this is not done by 1 May 2026, BIS may cancel the licence or delete models from it.
- On success, BIS issues a letter listing the models found compliant.
New applicants and changes in scope
- Applications whose samples were already at the laboratory, or whose reports were already issued under the old standards, could continue under them.
- New applications could use the old or the new standards until 1 May 2026, with a declaration that the applicant would implement IS/IEC 62368-1:2023 by that date. BIS encouraged new applicants to use the new standard.
- Changes in scope follow the applicant rules. Under the old standards they were allowed only until the licensee switched over or until 1 May 2026, whichever came first.
Series guidelines
The guideline says MeitY has issued series guidelines for this category. As of November 2026 we have not found them published on crsbis.in, either on its what’s new page or under a likely file name. Talk to us before you choose lead models for an XR test.
Which product name to apply under
BIS’s guidance on CRS product categories of 13 August 2026 splits this category into AR Glasses, Other AR Devices, VR Headset, MR Glasses and Other MR Devices, with a separate licence for each. Our page on IS/IEC 62368 testing covers the laboratory side.
