What this document is

On 29 October 2025 MeitY amended the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 by notification S.O. 4997(E). The amendment made IS/IEC 62368-1:2023 (audio/video, information and communication technology equipment, safety requirements) the standard for products previously tested to IS 13252 (Part 1):2010 or IS 616:2017.

On 9 March 2026 the BIS Registration Department issued this four-page guideline (reference Reg/ IS/IEC 62368-1:2023 /Guidelines/01) explaining how licensees and applicants make the change. It took effect immediately.

Key dates

  • Concurrent running of the old and new standards until 1 November 2028.
  • After 1 November 2028, IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn for the listed products. No licence stays operative, and none is granted, without compliance with IS/IEC 62368-1:2023.

Products covered

The guideline lists 38 product categories. Among them are laptops and tablets, televisions, monitors, printers and scanners, keyboards, set top boxes, automatic data processing machines, power adaptors, mobile phones, power banks, CCTV equipment, smart watches, ATMs, external hard disks and SSDs, wireless earphones, SMPS units up to 48 V, cameras, webcams and speakers. The full list of products on our site appears below.

Three categories also keep a second standard alongside IS/IEC 62368-1:2023: televisions with IS 18112:2025, mobile phones with IS 16333 (Part 3):2022, and IP-based CCTV cameras with the essential security requirements.

Existing licensees

  1. Move to IS/IEC 62368-1:2023 by 1 November 2028.
  2. Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the old standard. This goes through the Standard Revision/Amendment/Essential Requirement option in the CRS login.
  3. Give an undertaking that the other series models in the licence also meet IS/IEC 62368-1:2023, referring to MeitY’s revised series guidelines.
  4. If the change affects compliance with IS 18112, IS 16333 (Part 3) or the CCTV security requirements, submit fresh reports for those too. If it does not, submit a signed declaration saying so.
  5. BIS then issues a letter listing the models found compliant. If the work is not finished by the deadline, BIS may cancel the licence or remove models from it.

New applicants and changes in scope

  • Applications whose samples were already at the laboratory, or whose reports were already issued under the old standards, can continue under them.
  • New applications can be made under either the old or the new standards. Under the old standards, the applicant declares it will implement IS/IEC 62368-1:2023 by 1 November 2028.
  • Changes in scope follow the applicant rules. Under the old standards they are allowed only until the licensee switches over or until 1 November 2028, whichever is earlier.

Series guidelines under the new standard

The guideline says licensees and applicants should follow series guidelines under IS/IEC 62368-1:2023 “to be issued by MeitY”. As of November 2026 we have not found them on meity.gov.in or crsbis.in. Until they appear, the first 15 products, Phase II and Phase III series guidelines are the published rules. Talk to us before you choose lead models for a migration test.

BIS answered the common follow-up questions in its FAQs on migration to IS/IEC 62368-1:2023 of 22 July 2026. Our page on IS/IEC 62368 testing covers the laboratory side.

Frequently asked questions

What is the last date to move a CRS licence to IS/IEC 62368-1:2023?

1 November 2028. Until then IS 13252 (Part 1):2010 and IS 616:2017 run alongside IS/IEC 62368-1:2023. After that date the old standards are withdrawn for these products, and a licence that has not moved to the new standard stops being operative.

Does every model in an existing licence need a new test report?

No. The licensee submits complete IS/IEC 62368-1:2023 test reports for every lead model previously tested to the old standard, and gives an undertaking that the other series models in the licence also meet the new standard.

Can a new application still be filed under IS 13252 (Part 1) or IS 616?

Yes, until 1 November 2028, with a declaration that the applicant will implement IS/IEC 62368-1:2023 by that date. Applications whose samples were already at the laboratory, or whose reports were already issued, can go ahead under the old standards. No licence will be granted under the old standards after 1 November 2028.
