What this document is
Phase III of the Compulsory Registration Order brought in items 32 to 44: more LED luminaires, larger UPS units, televisions and monitors up to 32 inches, CCTV equipment, household adaptors, USB scanners and smart watches. This document sets out how models of those products can be grouped into a series. Revision 3 is dated 21 February 2018.
MeitY’s CRS FAQs name this file among the series guidelines applicants should follow. The old MeitY link no longer works, but the same file is published on the BIS CRS portal.
Grouping criteria by product
| Item | Product | Models can share a series if they have the same… |
|---|---|---|
| 32 | Recessed LED luminaires | Class of construction, registered control gear (or input voltage if integral) and enclosure material |
| 33 | LED street lights | As for item 32, plus ambient temperature rating and IP category |
| 34 | LED flood lights | As for item 33 |
| 35 | LED hand lamps | As for item 32 |
| 36 | LED lighting chains | As for item 32, plus IP category |
| 37 | LED emergency luminaires | As for item 32, plus battery type, nominal voltage and capacity, and adaptor output rating |
| 38 | UPS and inverters up to 10 kVA | Input and output voltage, frequency and phases, cabinet and class of construction, power transformer, PCB layout and battery bus voltage |
| 39 | TVs up to 32 inches | Mains or SMPS layout, enclosure and transformer design. With an external adaptor, a registered adaptor of the same input voltage and output current |
| 40 | Monitors up to 32 inches | Mains or SMPS layout, enclosure and transformer design |
| 41 | CCTV cameras and recorders | Cameras: voltage, IP rating, PCB layout, enclosure material and shape (range of wattage and IR allowed). Recorders: power supply layout or registered adaptor, PCB layout and enclosure material |
| 42 | Adaptors for household appliances | Class of construction, input voltage, main PCB layout and transformer |
| 43 | USB barcode readers and scanners, iris and fingerprint scanners | Input voltage and current, battery voltage and capacity, and enclosure |
| 44 | Smart watches | Input voltage and current, enclosure, battery voltage and capacity, and a registered adaptor. Watches with and without a display go in separate series |

How many models per series
One sample is tested for every ten models, and it must be the worst-case configuration from a safety-design point of view. For the LED luminaire items (32 to 37) a series can have up to 20 models.
Status in 2026
TVs and monitors up to 32 inches, CCTV equipment, USB scanners and smart watches are moving to IS/IEC 62368-1:2023, with concurrent running until 1 November 2028. CCTV cameras also have to meet the essential security requirements for IP-based CCTV. See the BIS migration guideline. The LED, UPS and household adaptor items are tested to their own standards.
