What this document is
In April 2023 MeitY added IS 18112, the standard for digital television receivers for satellite broadcast, to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, for television sets. This one-page MeitY circular, dated 11 July 2024 (reference W-47/7/2023-IPHW), explains how series of TV models are to be formed for that requirement.
The BIS CRS portal publishes it as the series guidelines for products notified under Phase VI of the order. It is addressed to industry associations, the MeitY website and BIS.
What it says
- No separate tuner category. The digital satellite tuner is not notified as a product in its own right.
- The TV carries the tuner. Television sets must incorporate the digital satellite tuner.
- Existing TV series rules apply. Labs and manufacturers form series using the series guidelines that already exist for TV sets, together with the mandatory tuner.
There is no new grouping table in this circular and no new limit on the number of models per series.
Which TV series rules that means
- Plasma, LCD and LED TVs of 32 inches and above are item 3 of the series guidelines for the first 15 products. One sample is tested for every ten models, and it must be the worst case.
- TVs up to 32 inches are item 39 of the Phase III series guidelines, with the same one-in-ten rule.
BIS’s IS 18112 implementation guideline says the same thing from the licensing side: the existing series guidelines for Plasma, LCD and LED TVs are used to show compliance with IS 18112.
Status in 2026
The IS 18112 implementation date has been moved several times. The latest BIS circular, of 31 July 2026, sets it at 26 January 2027. Since 30 December 2025 only the revised IS 18112:2025 applies.
Televisions are also moving from IS 616 to IS/IEC 62368-1:2023, with concurrent running until 1 November 2028, and keep IS 18112 alongside the new safety standard. See the BIS migration guideline. Talk to us before you choose lead models for a combined test.
