What this document is
IS 18112 sets the requirements for a digital television receiver that picks up free-to-air satellite TV and radio signals. MeitY’s order of 26 April 2023 added it to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Every television set must now include such a receiver, on top of the safety standard.
This five-page BIS guideline (reference Reg/ IS 18112/Guidelines/04, 14 October 2025) sets out how licensees and applicants comply. It replaces the revised guidelines of 23 June 2025 and 19 September 2025, which in turn followed the first guidelines of 24 October 2024. The guideline names IS 616:2017/IEC 60065:2014 as the safety standard.
Key dates
- 26 April 2025: the original implementation date in MeitY’s 2023 order. MeitY moved it to 26 October 2025 by an order of 20 March 2025, then to 26 January 2026 by an order of 22 September 2025.
- 30 December 2025: last date of concurrent running of IS 18112:2022 and IS 18112:2025. After it, only IS 18112:2025 applies.
- 26 January 2027: the current implementation date, set by BIS’s circular of 31 July 2026 (reference Reg/ IS 18112/Guidelines/06) after a further MeitY extension. The October 2025 guideline is now read with this date in place of 26 January 2026.
Some cut-offs in the guideline are set at one month before the implementation date (25 December 2025 in its text). The July 2026 circular does not restate them, so check with BIS or with us how they apply now.
Existing licensees
- Apply for an inclusion of IS 18112 in the licence, with a complete safety test report, under the change in scope of licence guidelines. The existing series guidelines for Plasma, LCD and LED TVs are used to show compliance.
- If the models already have a digital television receiver, apply through the Standard Revision/Amendment/Essential Requirement module with an IS 18112 test report. Add an undertaking that the models already had the receiver when tested for safety. The laboratory quotes the safety test report number in the IS 18112 report.
- From the implementation date, models that meet only the safety standard may be deleted, and a licence with no compliant models may be cancelled.
- Licensees already holding IS 18112:2022 had to declare by 30 December 2025 that they would implement IS 18112:2025.
New applications and changes in scope
- Manufacturers apply for a licence covering both the safety standard and IS 18112 under the guidelines for grant of licence, Scheme II.
- From the implementation date, no licence is granted, and no inclusion is accepted, for televisions to the safety standard alone.
- Since 30 December 2025, licences and inclusions are processed only with IS 18112:2025.
Standard Mark
The mark shows both standard numbers, IS 616/IEC 60065 and IS 18112, with one licence number below it. A single licence covers both standards.
What changed in IS 18112:2025
The annexure lists the main changes in the first revision. Definitions now follow IS 1885 (Part 24):2023, and IS/IEC 62368-1 sits alongside IS 616 for safety, with the CRS order deciding which applies. The power consumption requirement was dropped because BEE rules already cover it. A column on how to demonstrate compliance was added to Tables 1 and 2, and the remote control must have a mute and unmute function.
Status in 2026
Televisions are also moving from IS 616 to IS/IEC 62368-1:2023, with concurrent running until 1 November 2028, and keep IS 18112:2025 alongside. See the BIS migration guideline. MeitY’s Phase VI series circular confirms that the satellite tuner is not a separate product and that the existing TV series rules apply.
