What this document is
Seven Indian Standards for LED luminaires under the Compulsory Registration Order have been revised and published as 2026 editions. All of them refer to IS 10322 (Part 1), the general requirements for luminaires, which has also been revised from the 2014 edition to IS 10322 (Part 1):2026.
On 20 March 2026 the BIS Registration Department issued this four-page guideline (reference Reg./ IS 10322 Series /Guidelines/01). It explains how existing licensees, new applicants and changes in scope move to the revised standards. It took effect immediately.

Key dates
- 20 March 2026: guideline issued, in force immediately.
- 2 August 2026: the original last date of concurrent running.
- 31 July 2026: BIS extended that date for all seven standards.
- 2 February 2027: the last date of concurrent running now. After it, no licence stays operative, and none is granted, without compliance with the revised standard.
Existing licensees
- Move to the applicable revised standard by 2 February 2027.
- Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the old standard.
- Give an undertaking that the other series models in the licence also meet the revised standard.
- If this is not done by the deadline, BIS may cancel the licence or remove models from it.
New applicants and changes in scope
- Applications whose samples were already at the laboratory, or whose reports were already issued, can go ahead under the old standard.
- New applications can be made under the old or the revised standard. Under the old standard, the applicant declares it will implement the revised standard by the last date of concurrent running.
- Changes in scope follow the applicant rules. Under the old standard they are allowed only until the licensee switches over or until the last date of concurrent running, whichever is earlier.
What changed in the standards
The annexure lists the main technical changes, for general guidance. In IS 10322 (Part 1):2026, the general part, they include:
- IPX9 added, and EMF safety requirements included.
- Changes to marking, including a new sub-clause for marking of mains socket outlets.
- A new clause on protection against fast rotating parts such as fan blades.
- PELV systems introduced, with extra requirements for controllable control gear with SELV outputs.
- Touch voltage and touch current limits added to the test for parts that could cause an electric shock.
- A normative annexure for battery or EDLC-operated luminaires, and wider photobiological requirements.
Each Part 5 section also updates its references to Part 1. Other section changes include requirements for air-handling recessed luminaires, a glass breaking test for flood lights, provisions for temporarily installed protected lighting (TPL) chains, and new rules for lithium batteries and EDLCs in emergency luminaires. The PDF has the full list.
Status
The guideline is current, with the deadline extended to 2 February 2027. The Phase II series guidelines still set the rules for grouping fixed luminaires and fancy lights into a series. Related revisions for LED lamps and modules are covered on our pages for IS 16102 (Part 1):2026 and IS 16103 (Part 1):2025.
