What this document is
Adapters for household and similar electrical appliances are under compulsory registration, Scheme II of the BIS (Conformity Assessment) Regulations, 2018. They are tested to IS 302 (Part 1), the general safety requirements for household appliances. The 2008 edition has been revised and published as IS 302 (Part 1):2024/IEC 60335-1:2020.
On 27 November 2024 the BIS Registration Department issued this three-page guideline explaining how licensees and applicants for these adapters make the change. It took effect immediately.
Key dates
- 27 November 2024: guideline issued, in force immediately.
- 23 February 2025: the original last date of concurrent running.
- 20 February 2025: first extension, to 23 February 2026.
- 21 January 2026: second extension, to 23 February 2027. After that date no adapter licence stays operative, and none is granted, under IS 302 (Part 1):2008.
Existing licensees
- Move to IS 302 (Part 1):2024/IEC 60335-1:2020 by 23 February 2027.
- Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the 2008 edition.
- Give an undertaking that the other series models in the licence also meet the 2024 edition.
- If this is not done by the deadline, BIS is to start cancellation of the licence or removal of models from it.
New applicants and changes in scope
- New applications under the 2008 edition are accepted only up to one month before the last date of implementation.
- Applications already in process under the 2008 edition continue, with an undertaking to change over to the 2024 edition before the last date.
- No licence is granted under the 2008 edition after the last date.
- Changes in scope follow the applicant rules. Under the 2008 edition they are allowed only until the licensee switches over or until the last date, whichever is earlier.
What changed in the standard
The guideline lists the main changes, for general guidance. Among them:
- Text aligned with the latest editions of the dated references, with many notes turned into normative text.
- Clearer rules for PELV circuits and for measuring power input and rated current when they vary over the operating cycle.
- Mechanical strength and moisture resistance tests for appliances with integral pins that plug into socket-outlets.
- New requirements for battery-operated appliances, including a new clause 12 on charging metal-ion batteries.
- Limits on the output voltage of accessible SELV outlets, connectors and USB ports under abnormal operation.
- New requirements for optical radiation hazards, and for appliances with user-accessible socket-outlets or a functional earth.
- A revised Annex R on software evaluation, a new Annex T on UV-C effects on non-metallic materials, and a new Annex U on cyber security for remote communication over public networks.
- Software Class B and Class C deleted, and new component requirements for items such as thermal links, relays and cord sets.
