What this document is
IS 16103 (Part 1):2012, the safety standard for LED modules for general lighting, has been revised and published as IS 16103 (Part 1):2025/IEC 62031:2018. On 9 September 2025 the BIS Registration Department issued this three-page guideline explaining how licensees and applicants make the change. It took effect immediately.
Key dates
- 9 September 2025: guideline issued, in force immediately.
- 21 January 2026: the original last date of concurrent running.
- 1 January 2026: BIS extended the last date of implementation.
- 21 July 2026: the extended last date. It has now passed, and IS 16103 (Part 1):2012 stands withdrawn.
Existing licensees
- Move to IS 16103 (Part 1):2025/IEC 62031:2018 by the last date, now passed.
- Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the 2012 edition.
- Give an undertaking that the other series models in the licence also meet the 2025 edition.
- Where this was not done by the deadline, BIS may cancel the licence or remove models from it.
New applicants and changes in scope
- Applications whose samples were already at the laboratory, or whose reports were already issued, could go ahead under the 2012 edition.
- Until the last date, new applications could be made under either edition, with a declaration to implement the 2025 edition by that date.
- No licence is granted under the 2012 edition after the last date. New applications now use the 2025 edition.
- Changes in scope follow the applicant rules.
What changed in the standard
The annexure lists the main changes, for general guidance:
- New definitions for replaceable, non-replaceable and non-user replaceable LED modules.
- The marking clause has been restructured, with an overview table, and marking for built-in modules and the working voltage has changed.
- Annex B has been deleted.
- Information added for luminaire design on working voltage and water contact.
- New tests for abnormal temperature and photobiological safety.
Status
The deadline has passed. Any LED module licence still listed against IS 16103 (Part 1):2012 needs attention. Our page on BIS registration for LED modules covers the product. BIS has issued similar guidelines for LED lamps under IS 16102 (Part 1):2026 and LED luminaires under IS 10322.
