What this document is
IS 16102 (Part 1):2012, the safety standard for self-ballasted LED lamps for general lighting, has been revised and published as IS 16102 (Part 1):2026. On 24 February 2026 the BIS Registration Department issued this three-page guideline explaining how licensees and applicants make the change. It took effect immediately.
Key dates
- 24 February 2026: guideline issued, in force immediately.
- 2 August 2026: the original last date of concurrent running.
- 31 July 2026: BIS extended the last date of implementation.
- 2 February 2027: the last date now. After it, IS 16102 (Part 1):2012 stands withdrawn and no licence stays operative without compliance with the 2026 edition.
Existing licensees
- Move to IS 16102 (Part 1):2026 by 2 February 2027.
- Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the 2012 edition.
- Give an undertaking that the other series models in the licence also meet the 2026 edition.
- If this is not done by the deadline, BIS may cancel the licence or remove models from it.
New applicants and changes in scope
- Applications whose samples were already at the laboratory, or whose reports were already issued, can go ahead under the 2012 edition.
- New applications can be made under either edition. Under the 2012 edition, the applicant declares it will implement the 2026 edition by the last date.
- No licence is granted under the 2012 edition after the last date.
- Changes in scope follow the applicant rules. Under the 2012 edition they are allowed only until the licensee switches over or until the last date, whichever is earlier.
What changed in the standard
The annexure lists the main changes, for general guidance:
- Lamps with a rated input power up to 60 W are now covered.
- LED lamps with non-removable rechargeable batteries are now covered.
- New tests for photobiological safety, abnormal operating conditions, ingress protection and the axial strength of Edison caps.
- Fault condition tests have been modified.
- New marking for photobiological safety, and for lamps whose bulbs are not suitable for contact with water.
Status
The guideline is current, with the deadline extended to 2 February 2027. The Phase II series guidelines still set the rules for grouping LED lamps into a series. BIS has issued similar guidelines for LED luminaires under IS 10322 and LED modules under IS 16103 (Part 1):2025.
