What this document is
MeitY has added glass screen protectors for smartphones as the 66th entry in the schedule of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. They must meet IS 19348:2025 and carry the Standard Mark under a BIS licence granted under Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
On 15 October 2026 BIS’s Central Marks Department-2 issued these guidelines for grant of licence, change in scope and operation of licence. The licence is granted through registration based on a self-declaration of conformity. The PDF is three pages: a covering note in Hindi and English, then two pages of guidelines in English. They took effect immediately.
Key dates
- 15 October 2026: the guidelines come into force.
- 1 April 2027: the date shown in BIS’s list of mandatory products for this order. The guidelines themselves do not give a date.
What the licence covers
- Glass screen protectors for smartphones, as defined in clause 3.3 of IS 19348, with or without a privacy film.
- Protectors made to nominal (declared) dimensions, within the tolerances in clause 4.1.1 and Table 1 of IS 19348.
- The manufacturer identifies and declares the protectors it wants in the scope of the licence.
The licence scope lists the product, the make and model, a dimension range (length × width × thickness in mm, from one size up to and including another) with the drawing number, and whether a privacy film is used.
Testing and series
- 40 pieces are needed for complete testing. Table 3 of Annex D of IS 19348 has the sampling plan.
- The test request declares the intended device, the dimensions, the privacy film, the make and model, and the drawing.
- All models must comply with IS 19348. The guidelines say MeitY may issue series guidelines for these licences. As of November 2026 we have not found any on crsbis.in.
- For a change in scope, the same series rule and sample declarations apply.
Marking
- Packing and marking as in clause 5 of IS 19348:2025.
- The BIS Standard Mark (CRS mark) from the licence document on the screen protector, and on the test certificate if one is supplied.
- Fog marking on every piece, showing the make and model number as the product identification code, and the source and year of manufacture.
All other provisions of Scheme II and IS 19348:2025 stay as they are. Our guide to BIS for mobile accessories explains which other accessories need registration.
