What this document is

Dimmers for LED products fall under IS/IEC 60669-2-1, the standard for electronic switches for household and similar fixed electrical installations. The product is under compulsory registration, Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. The 2008 edition of the standard has been revised as IS/IEC 60669-2-1:2021 (first revision).

On 27 September 2024 the BIS Central Marks Department III issued this guideline (reference CMD III/16: IS/IEC 60669-2-1) and asked the Registration Department to apply it immediately. The three-page PDF has a covering note in Hindi and English, then the guideline in English. At that date there were 12 licences for the product and one laboratory recognised for the 2021 edition.

Key dates

  • 27 September 2024: guideline issued, in force immediately. Concurrent running had already been extended to 12 October 2024.
  • 16 October 2024: BIS extended the last date of implementation.
  • 12 April 2025: the extended last date. It has now passed, and IS/IEC 60669-2-1:2008 stands withdrawn.

Existing licensees

  1. Switch over to IS/IEC 60669-2-1:2021 by the last date, now passed.
  2. Submit complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the 2008 edition.
  3. Give an undertaking that all other series models in the licence also meet the 2021 edition.
  4. Where this was not done, BIS was to start cancellation of the licence or removal of models from it. The Registration Department was to confirm the position to CMD-III within two weeks of the deadline.

New applicants and changes in scope

  • Applications already in process under the 2008 edition could continue, with an undertaking to change over to the 2021 edition before the last date.
  • Until the last date, new applications could be made under either edition, with a declaration to implement the 2021 edition. No new applications under the 2008 edition were to be accepted after it.
  • Changes in scope follow the applicant rules. Under the 2008 edition they were allowed only until the licensee switched over or until the last date, whichever was earlier.

What changed in the standard

The guideline does not list the technical changes in the 2021 edition. Check the standard itself, or ask a BIS-recognised laboratory, before testing.

Status

The deadline has passed. New and existing licences for dimmers for LED products must now meet IS/IEC 60669-2-1:2021. BIS has issued similar guidelines for LED luminaires, LED lamps and LED modules.

About IS 60669 and its BIS labs

Frequently asked questions

What was the last date to move a dimmer licence to IS/IEC 60669-2-1:2021?

12 April 2025. The guideline set 12 October 2024, and BIS extended it on 16 October 2024. That date has passed, so a licence for dimmers for LED products is operative only where compliance with the 2021 edition has been shown.

What did existing licensees have to submit?

Complete test reports from a BIS-recognised laboratory for every lead model in the licence that was tested to the 2008 edition, plus an undertaking that the other series models also meet the 2021 edition.

Can a new application for dimmers be made under the 2008 edition?

No. The guideline allowed applications under IS/IEC 60669-2-1:2008 only up to the last date of implementation. New applications now follow IS/IEC 60669-2-1:2021.
