Crystalline Silicon Solar Panels (PV Modules) BIS Certification
BIS certification is compulsory for crystalline silicon solar panels (PV modules). Manufacturers need CRS registration under IS 14286 and IS/IEC 61730 -1 and IS/IEC 61730 -2 before the product can be made, imported or sold in India.

Who needs it
Any manufacturer making crystalline silicon solar panels (PV modules) for the Indian market, and any importer bringing it in, needs the product covered by a valid BIS registration (CRS). Registration is granted to the manufacturer for a specific factory, brand and models. Overseas manufacturers must appoint an Authorised Indian Representative to apply and hold the registration in India.
Without it, the goods cannot be manufactured, imported, sold, distributed or stored for sale. Contravening Section 17 of the BIS Act, 2016 can lead to imprisonment of up to two years, or a fine of at least ₹2 lakh (₹5 lakh for repeat contraventions) that can reach ten times the value of the goods, or both.
How to get BIS certification for crystalline silicon solar panels (PV modules)
- Confirm the Indian Standard and group models into a series
- Submit samples to a BIS-recognised lab in India for testing
- Apply on the CRS portal with the test report, factory and brand documents
- BIS review and grant of the R-number registration
- Mark products with the Standard Mark, IS number and R-number
Testing. Samples are type-tested at a BIS-recognised laboratory in India; foreign lab reports are not accepted. BIS then reviews the test report and documents and grants the registration. Market surveillance samples follow.
Timeline. Lab testing usually takes 2 to 6 weeks; BIS processing typically takes another 3 to 6 weeks after a complete application with the test report.
Fees. Application and annual licence fees of ₹1,000 each, a processing fee of ₹25,000 per year, and ₹20,000 for each additional test report, plus lab testing charges (BIS Conformity Assessment Amendment Regulations, 2026).
Validity. Registrations can be granted for up to 5 years and renewed for further periods of up to 5 years, with fees paid annually.

Frequently asked questions
Is BIS certification mandatory for crystalline silicon solar panels (PV modules)?
Yes. BIS certification for crystalline silicon solar panels (PV modules) is compulsory under the Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017, S.O. 2920(E). The product cannot be manufactured, imported, sold or stored for sale in India without a valid BIS registration (CRS) and the BIS Standard Mark (CRS) with the IS number and the R-number.
Which Indian Standard applies to crystalline silicon solar panels (PV modules)?
IS 14286 (Crystalline Silicon Terrestrial Photovoltaic (PV) modules – Design Qualification And Type Approval), IS/IEC 61730 -1 (Crystalline Silicon Terrestrial Photovoltaic (PV) modules – Design Qualification And Type Approval) and IS/IEC 61730 -2 (Crystalline Silicon Terrestrial Photovoltaic (PV) modules – Design Qualification And Type Approval). The product must meet these standards as current on the date of testing.
How long does BIS certification for crystalline silicon solar panels (PV modules) take?
Lab testing usually takes 2 to 6 weeks; BIS processing typically takes another 3 to 6 weeks after a complete application with the test report.
Can a foreign manufacturer get BIS certification for crystalline silicon solar panels (PV modules)?
Yes. The overseas manufacturer registers its own factory on the CRS portal through an Authorised Indian Representative based in India; samples must be tested at a BIS-recognised lab in India.
What mark must appear on crystalline silicon solar panels (PV modules)?
The BIS Standard Mark (CRS) with the IS number and the R-number, applied as the BIS marking guidelines require, on the product and its packaging.
